Mr. Billy Cao is a seasoned legal professional with extensive experience in finance, securities, mergers and acquisitions (M&A), corporate restructuring, cross-border transactions, and corporate governance in China, Hong Kong, and Southeast Asia, including Indonesia, Cambodia, and Vietnam. He holds a LLB from Nanjing University, subsequently graduated with a LLM from TLBU International Commercial and Business Law University in Seoul, South Korea, and pursued doctoral research at the City University of Hong Kong.
Prior to joining ENT Law LLC as a Special Counsel, Mr. Billy worked at the Shenzhen Stock Exchange and held senior executive positions at leading manufacturing conglomerates such as Century Network Corporation, CDL Precision, and SmartGiant. With nearly 20 years of experience in legal consulting and corporate management, he primarily focuses on investment strategy consulting, corporate governance advisory, and legal compliance for foreign-invested enterprises (FIEs).
Fluent in Mandarin Chinese, Cantonese, and English, Mr. Billy regularly provides strategic legal advice to international clients and multinational corporations operating in complex legal environments such as China and the broader Asian market.
